The UAE choice is not accidental. Government communications and policy documents have been explicit that the country wants to be a destination for AI investment, AI compute infrastructure, and AI-driven business. A regime modelled on the EU AI Act would, on the UAE’s own analysis, deter the very investments that the strategy targets are calibrated around. At the same time, allowing genuine harms, including discrimination, fraud, and patient safety failures, would damage the broader brand. The compromise is rules that are present and credible but applied through sector-specific instruments and deferred where possible to existing regulators with relevant expertise.

The Personal Data Protection Law and Free-Zone Regimes

General-purpose AI rules. The EU AI Act imposes specific obligations on general-purpose AI models, including transparency, copyright compliance, and systemic-risk obligations for the largest models. The UAE has voluntary guidelines for generative AI through the Council on AI but no equivalent statutory regime.

Penalties. The EU AI Act allows fines up to 7 percent of global turnover for the most serious breaches. UAE penalties are sector-specific, with the Personal Data Protection Law providing fines and other sectoral rules providing their own enforcement.

For foreign companies operating in both jurisdictions, the practical takeaway is that EU AI Act compliance materially exceeds UAE compliance in most cases. The reverse is not true: a UAE-compliant deployment is unlikely to meet EU obligations without additional work.

UAE vs Saudi SDAIA, Singapore AI Verify, and US Sectoral Rules

Saudi Arabia (SDAIA). The Saudi Data and AI Authority (SDAIA) is more centralised than UAE FAIO, with broader direct authority over data and AI policy. Saudi Arabia’s Personal Data Protection Law of 2021, parallel to the UAE law, has been operationalised with SDAIA enforcement. Saudi AI Ethics Principles and 2024 generative AI guidelines are similar in tone to the UAE equivalents. Singapore (AI Verify). Singapore has chosen a voluntary, testing-focused approach centred on the AI Verify framework, the Model AI Governance Framework, and the Personal Data Protection Act. Sectoral regulators including the Monetary Authority of Singapore for finance and the Ministry of Health for health add their own guidance. United States (sectoral). The US continues to operate a sectoral and increasingly state-level AI regime. The hyperscalers, including Microsoft, Google, AWS, IBM, and Oracle, all operate UAE regions and have built AI capabilities into those regions. Their UAE operations are structured around several common features. First, UAE-resident infrastructure that satisfies TDRA cloud certification and federal cybersecurity requirements. Second, sovereign-cloud arrangements for sensitive workloads, often in partnership with G42 or other UAE entities. Third, AI services available through the UAE region with model deployment, fine-tuning, and inference capabilities subject to local controls. Fourth, contractual frameworks negotiated with FAIO and sectoral regulators covering data handling, model behaviour, and cross-border flows.

The Microsoft and OpenAI investment in G42, announced in 2024 and developed through 2025, is the most prominent example of hyperscaler integration with UAE AI policy.
